CISA Financial System Modernization, Data Strategy and Visualization
FI was tasked with helping CISA better understand their financial data.
Client: Cybersecurity & Infrastructure Security Agency
Challenge: CISA is moving to a new modern financial system, but delays at other DHS components have pushed back CISA’s migration date. CISA needed a way to improve their data quality and prepare for migration while still operating in their current environment.
FI Solution: FI drafted the CISA FSM PMO Data Strategy to deliver the maximum benefit to CISA post-migration and leverage opportunities to make use of BI tools to drive efficiencies and improve effectiveness prior to migration. The Data Strategy report outlines actions to improve and maintain data integrity, codify processes and data requirements, perform data cleansing procedures, execute data migration, track and communicate progress, and transition data to a new solution. The plan includes evaluation criteria for CISA to meet other external reporting requirements such as Treasury and OMB’s DATA Act data requirements. The Data Strategy defines the activities for the FSM project to follow throughout each phase of the lifecycle of the project.
FI conducted a data assessment of CISA’s current business processes to understand deficiencies and provide recommendations to simplify business processes, increase transparency, and increase mission effectiveness. FI facilitated workshops with Subject Matter Experts to identify focus areas and prioritize recommendations according to business impacts and level of effort required to resolve documented data deficiencies. FI assisted the CISA FSM PMO in establishing a Data Governance Framework and developed processes to effectively communicate decisions made by the data governance council to share a common understanding of data standards.
FI Impact: FI provided quantitative and qualitative analyses for the CISA OCFO to improve the accessibility and transparency of data related to financial management processes. FI developed automated dashboards utilizing data visualization with Tableau to provide insights into financial performance.
FI developed a Tableau workbook consisting of more than 20 different views, developed in response to Executive desire for a simplified visual view of the component data. FI developed a dashboard report to track the status of funding for the agency throughout the fiscal year. The dynamic dashboard report improves transparency by allowing the organization to visualize financial execution of multiple accounting lines and programs across various Sub-Components. FI developed a financial performance measurement dashboard in Tableau to evaluate the Agency’s monthly financial reporting metrics.
This automated scorecard consolidates data from disparate sources into an executive dashboard report while reducing the reporting burden on the CISA Financial Managers. FI developed a financial performance measurement dashboard to automate the reporting process for open obligations from undelivered orders (UDO). The automated process extracts and normalizes data from standard financial reports and produces data visualizations utilizing Tableau dashboards to report financial performance trends to executive leadership. This automated reporting process saved the OCFO approximately two hours per week, allowing financial managers to allocate more time to financial execution. FI provides onsite training to end users to share findings and data visualization best practices.
