Client: The Department of Homeland Security

Challenge: The Department of Homeland Security’s (DHS) Office of the Chief Financial Officer (OCFO), Program Analysis and Evaluation (PA&E) division needed to enhance its Planning, Programming, Budgeting, and Execution (PPBE) system to improve resource allocation, specifically in human capital planning. The existing system lacked effective integration between manpower models and budgetary processes, making it difficult to allocate resources efficiently across diverse DHS Components with varying missions.

FI Solution: FI Consulting implemented a framework to streamline manpower modeling, using the Microsoft Power Platform to modernize interfaces and automate data processing. The team developed workforce models for DHS Components, ensuring compliance with federal regulations and alignment with organizational needs. FI also provided thorough documentation, standardized dashboards, and training to support PA&E and Components in utilizing these models for data-driven decision-making.
